Animal Hoarding Bill Proposed by Rep. Barton

Dogs and cats Rep. Brenda Barton has proposed a law concerning animal hoarding which 1) classifies animal hoarding as cruelty; 2) increases the penalty for animal hoarding; 3) allows a judge to order offenders to undergo psychological evaluation; and 4) requires evidence of animal cruelty to be reported within 5 days.

According to Barton, “The vast majority of farmers, ranchers, and pet owners care for their animals responsibly. Those who do not must be held accountable immediately, so that suffering is stopped and perpetrators are punished.”
